Job Summary
Hawkeye Community College is seeking its next Vice President of Administration and Finance. Do you enjoy creating financial reports, analytics, and projections? As the Vice President of Administration and Finance, you will oversee all financial matters of the College. You will provide administrative leadership for business services, computer & IT services, facility maintenance, planning, and building functions. Your primary responsibilities include projecting, recommending, and administering the College-wide annual budget. Additionally, you will serve as a member of the President’s confidential staff, assisting with special projects as needed.

Essential Job Functions
Key responsibilities include, but are not limited to:

Leadership & Administration
- Reports directly to the President and serves as a Cabinet member.
- Advises the President on all financial matters.
- Supervises and provides direction to business services, IT services, and facility management.
- Oversees auxiliary functions, including child care, printing services, mail services, and copy services.

Financial Management & Budgeting
- Manages the College-wide annual budget and oversees fiscal operations.
- Prepares the Certified Budget, setting tax rates and levies.
- Ensures financial compliance with Local, State, and Federal regulations.
- Manages the College Investment Plan and internal controls.

Reporting & Compliance
- Prepares and submits financial reports to the Board of Trustees, Higher Learning Commission, and government agencies.
- Oversees Local, State, and Federal Grants.
- Ensures appropriate insurance coverage for College property.

Contracts & Agreements
- Administers the request-for-proposal process for College bids.
- Oversees contract management and compliance.
- Develops agreements with external agencies for business services.

College & Community Engagement
- Serves as a financial consultant and resource for all College departments.
- Acts as an ad hoc member of the College’s Foundation Board.
- Represents the College on collective bargaining teams regarding budget and resource allocation.

Other Duties
- Participates in campus committees and special projects.
- Ensures regular on-campus presence unless otherwise approved under Hawkeye’s remote work policy.
Minimum Qualifications
- Bachelor’s degree in Business Administration, Accounting, Finance, or a related field.
- Master’s degree in Business Administration OR CPA license required within two years of hire.
- Five (5) years of progressively responsible experience in financial management, accounting, facility operations, or risk management.
- Three (3) years of supervisory experience.
- Knowledge of:
- GAAP (Generally Accepted Accounting Principles) and GASB (Governmental Accounting Standards Board) statements.
- ERP systems, bid proposal processes, and financial regulations.
- Iowa Code requirements related to financial management.
- Proficiency in Microsoft Office Suite, Google applications, and video conferencing technology.
- Ability to:
- Handle confidential information with discretion.
- Communicate effectively, both orally and in writing.
- Deliver presentations at various organizational levels.
Preferred Qualifications
- Experience in community colleges, higher education, K-12, nonprofits, or government settings.
Working Conditions
- Schedule: Monday – Friday, 8:00 AM – 4:30 PM, with occasional evenings and weekends as needed.
- Work is performed in an office/classroom setting, involving frequent interaction with students, faculty, and staff.
- Requires visual acuity, dexterity, and the ability to sit, stand, and move throughout the day.

Salary:
- Starting at $160,975, commensurate with experience and education.
