Public Works Superintendent

Under the direction of the City Council/Mayor, this position performs maintenance on all City equipment, maintenance of roads, storm sewers, and sanitary sewer infrastructure, City grounds and public buildings.

Primary Duties
Responsible for review, operation, maintenance, and repair of the wastewater lines, upkeep of streets and parks and any other work necessary as directed. Work alongside of, or independently from, other city employees.
Job duties include, but are not limited to:
- Use heavy equipment in the performance of repairs or maintenance on infrastructure such as roads.
- Uses a variety of hand tools in the performance of the job which would include, but is not limited to, wrenches and power tools, locating devices for underground infrastructure, electrical sensors, and other common construction tools.
- Perform general maintenance and repair on all City buildings, vehicles, and grounds. Collects and disposes of refuse at all City owned public properties.
- Oversee the management and operation of the Public Works garage.
- Responsible for ordering supplies needed for street operations.
- Perform maintenance and repair streets and alleys including drainage issues and snow removal and sanding, debris removal in condition to assure safe and normal travel. Arrange working hours to assure for snow removal or other forecasted events.
- Moves snow off of public building walks and areas by hand or with light snow removal equipment.
- Will be expected to be on call for snow removal or emergencies.
- Provide any other street or public service duties necessary to ensure citizens with safe and clean public areas.
- Post and maintain street signs and traffic control signs. Keeps the city council informed of traffic control needs and to cooperate with the city clerk in maintaining an adequate inventory of such equipment.
- Responsible for keeping vehicles clean and in good operating condition.
- Uses mowing equipment of all types in maintaining public properties, which would include the parks, right-of-ways, and other public grounds and keep well groomed.
- Cleans all public restroom facilities in all public buildings including Park restroom facilities.
- Do sewer locates, ensure Right of Way permits work are completed per city code.
- Lower and raise city’s flags, install and remove city banners, flags and holiday decorations.
- Works with the public in solving problems with City services.
- Works with and implements requests from the Park Commission.
- Makes recommendations to the City Council/Mayor on projects and policies.
- Develops annual budgets with the City Clerk on projects and policies.
- Follows up on all complaints from residents concerning infrastructure, roads, utilities, and all other related City functions.
- Supervises and represents the City interest in meetings or groups the City may be a member of or have interest in, as the City Mayor directs.
- Aid City Engineer or other City staff as required.
- Attend City council meetings.
Physical and Environmental Conditions
Job requires the ability to work in all types of inclement weather; the ability to drive various types of equipment in all types of weather to perform work related activities; physically capable of working on and manipulating all types of pipes, joints, materials and equipment that are in place or operating in support of the City’s physical plant. The ability to be called out at various hours to work in emergency situations.
Minimum Education, Experience, and Certification
- Graduation from an accredited high school or GED.
- At least two years’ experience in public works or infrastructure concerning roads, and storm sewer infrastructure.
- Experience in similar work occupations can be used in exchange for work experience and education.
- Requires a valid Iowa driver’s license and ability to be covered on city’s vehicle insurance.
- Mechanical aptitude to keep equipment in good condition.
- High proficiency in the use of a variety of heavy equipment.
- Ability to physically arrive and respond to city emergencies within 20 minutes.
Additional Skills Preferred But Not Necessary For Consideration
- Commercial Driver’s License
- Two years of additional training from an accredited junior or technical school program.
- Experience plowing snow using truck, blade and salt/sander.
- Continued education and training in safety and license requirements.
Knowledge, Skills, and Abilities
- Knowledge of safety procedures and equipment for municipal operations; basic knowledge of local government operations, laws, and operating procedures.
- Ability to follow oral and written instructions or directions; ability to establish and maintain effective working relationships with city employees; ability to work with on-the-job contractors; ability to work with public under stressful conditions; ability to understand proper procedures for repairing infrastructure in emergency situations.
- Knowledge of the principles and practices of street maintenance and snow removal; general mechanical knowledge applicable to vehicle and equipment repairs and maintenance, ability to operate and maintain City equipment. Such as street sweeper, tractor with blade, dump-truck, pickup, etc.
- Ability to perform basic mechanical maintenance on riding and push mowers, weed trimmers, and other park equipment.
- Knowledge and skills necessary to operate various ordinary small tools.
- Skills necessary for communicating and working with the public.
- Required at times to lift over 50 pounds.
Critical Skills
- Must present positive image of City. Must be honest and work cooperatively with other city employees and departments. Must be organized and able to plan and make efficient use of time. Must be self-motivated and take initiative to start projects without direction.
